30th & Madison Street

A $150 million flagship development transforming a 5-acre brownfield site into a vibrant community hub for Russell and the West End.

RPOP’s flagship project will be located at the southwest corner of 30th & Madison Street on a 5-acre parcel currently owned by Louisville Metro Government. This property was formally committed to RPOP in 2022 through a memorandum of agreement between RPOP and the Mayor’s Office and through a declaration of surplus property passed by the Louisville Metro Council, which named RPOP as the future owner. RPOP’s development at 30th & Madison Street will represent a $150 million investment over multiple phases, will clean up a long-neglected brownfield site, and support joyful, welcoming, inclusive spaces for the Russell and West End community while creating a destination to be enjoyed by all. 

RPOP has been working since 2018 to gather input from Russell residents about what this development should include and how it should look, hosting pitch sessions, community meetings and polls, and design sessions. RPOP’s real estate committee includes board members and community members who are working to bring the community’s vision to life. 

Resident-Identified Focus Areas

The development will align with four resident-identified focus areas:
Community & Family
Including health services, affordable apartments, a laundromat, childcare, and recreational uses
Arts & Culture
Including community event space, gallery and museum space
Entrepreneurship
Including financial services, business and professional office, a food hall, co-working and small business support services
Wellness
Including health services, a gym, and abundant green space

Project Timeline

Phase I
Phase I of 30th & Madison Street will include site work for the entire 5 acres, including clearing and grading, utility design and placement, and brownfields remediation activities as directed by the Commonwealth of Kentucky's Energy and Environment Cabinet.

It also will include the construction of a three-story commercial building that will include healthcare, financial services, and small business support spaces.
Expected Groundbreaking: 2027
Phase 2
